Incumbents can win run-offs from multi-candidate fields, but only if they are at least about 45% of the vote. The reason is that most of the other voters have already decided AGAINST the incumbent. Sometimes a personal feud between other candidates in a campaign will hurt the other finalist, but that is rare - especially when the incumbent only pulls 30%.
Hurricane Katrina displaced many thousands of New Orleans "machine voters" who might otherwise have stuck with Jefferson.
